1. Start with the question
Name the policy issue you follow and who needs the update. Write down what would cause your team to act: a text change, committee hearing, or vote.
2. Define the scope
Identify the jurisdiction, session, and chamber. Check coverage and availability with us before relying on a workflow.
3. Look through the product

4. Make a small first list
